More detailed descriptions will be required, meaning general descriptions like \u201cclothing\u201d or \u201celectronics\u201d won\u2019t be accepted. According to the USPS, reasons for the upcoming change are important because they \u201cimprove speed and efficiency of cross-border ecommerce\u201d and \u201cmeet safety and security requirements, preventing delays, fines, and penalties for noncompliance.\u201d The full list of countries impacted by this change can be found on the <a href=\"https:\/\/www.usps.com\/international\/new-eu-customs-rules.htm\" target=\"_blank\" rel=\"noreferrer noopener\">USPS website<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are HS codes?<\/h2>\n\n\n\n<p>HS codes are numerical values given to all goods shipped to countries outside the United States. These codes were created and assigned by the World Customs Organization (WCO); a full list of HS codes can be found on the <a href=\"https:\/\/www.wcoomd.org\/-\/media\/wco\/public\/global\/pdf\/topics\/nomenclature\/instruments-and-tools\/hs-nomenclature-2022\/2022\/2094_2022e.pdf?la=en\" target=\"_blank\" rel=\"noreferrer noopener\">WCO website.<\/a> Let\u2019s go through a set of HS codes as an example.<\/p>\n\n\n\n<p>Say you\u2019re shipping coffee to a customer, and the HS code is 090111. Here\u2019s what the numbers within your HS code represent:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>09 &#8211; The chapter, or first two digits, is used to identify your product\u2019s category<\/li><li>01 &#8211; The heading, or second two digits, is used to define your product\u2019s attributes<\/li><li>11 &#8211; The subheading, or last two digits, combines the chapter and heading of your product&nbsp;<\/li><\/ul>\n\n\n\n<p>In this case, the chapter would be coffee, the heading might be decaffeinated and roasted, and the subheading would classify your product as coffee, decaffeinated and roasted.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/blog.stamps.com\/wp-content\/uploads\/2023\/03\/GlobalPost-HS-Codes-Infographic-scaled.jpg\"><img decoding=\"async\" src=\"https:\/\/www.stamps.com\/wp-content\/uploads\/2024\/05\/GlobalPost-HS-Codes-Infographic-1-scaled.jpg\" alt=\"GlobalPost HS Codes Infographic\" class=\"wp-image-8112\"\/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Acceptable vs. Unacceptable Descriptions&nbsp;<\/h2>\n\n\n\n<p>Vague item descriptions on custom forms such as \u201cgifts,\u201d \u201cclothing,\u201d and even \u201cnone\u201d will no longer be considered acceptable descriptions. It\u2019s best practice to have accurate and specific product descriptions that clearly describe the items being traded.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Unacceptable&nbsp;<\/td><td>Acceptable<\/td><\/tr><tr><td>Clothes<\/td><td>Men\u2019s cotton shirts, girls\u2019 leather vets, boys\u2019 denim jackets<\/td><\/tr><tr><td>Fresh Herbs<\/td><td>Basil, thyme, parsley&nbsp;<\/td><\/tr><tr><td>Sanitary goods&nbsp;<\/td><td>Detergent, toothbrush, towels&nbsp;<\/td><\/tr><tr><td>Gift<\/td><td>One scented candle, remote-controlled car, silk scarf<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Why do HS codes matter?<\/h2>\n\n\n\n<p>HS codes help customs offices and departments identify the contents of your package so the proper taxes and duties are applied. Adhering to the new guidelines can prevent your shipments from being held up at customs and\/or returned to your business. There are also no additional requirements to use this tool.&nbsp;<\/p>\n\n\n\n<p>The free HS Code Fulfillment Service takes the hassle out of finding the HS code.
